The former Liverpool and Real Madrid striker was reacting to a tackle by Arteta late in the game and appeared to push the Spaniard maliciously in the back.
The ever-lenient Chris Foy did not book the former England international at the time, but the incident was caught on camera and was expected to come under the FA's microscope.
However, the 33-year-old learnt on Monday that the English footballing body will not take any action against him.
Arteta has also since revealed that he and Owen have apologised following the altercation.
