The Sierra Leonne frontman has spent almsot four years with the Wizards, scoring 31 goals in 98 appearances, but has now taken the opportunity to ply his trade across the pond in a deal which includes an option to buy.
"It is a very bittersweet day as I am excited to achieve one of my goals, which was to play in the EPL," Kamara said in a statement.
"Being such a positive person, I trust in this decision and am thankful for the opportunity to play at Norwich City through the end of their season.
"I am grateful for the coaching staff at Sporting and especially Peter [Vermes] for believing in me and helping me through this process."
Norwich boss Chris Hughton has been linked with moves for a host of strikers in the January transfer window, and can finally welcome Kamara to the Canaries fold following failed attempts to sign Swansea's Danny Graham and Celtic striker Gary Hooper.
Speaking on the deal, Hughton said: "I'm delighted to bring Kei to the Football Club, one of Major League Soccer's best players over the last few seasons.
"There is no doubt it is a big jump to make into the Premier League, but it is an exciting challenge both for him and us here at the Club to prove his talent.
"Kei also adds some valuable competition upfront alongside the current striking options we have here at the Club."
Kamara will join the Canaries this month subject to the clearance of a work permit.
