The Toffees confirmed on their official website that a deal for the Netherlands international was agreed, subject to a medical and personal terms ahead of Wednesday night's Premier League clash with West Brom.
His arrival will add depth to David Moyes' midfield, with Darron Gibson currently sidelined by a long-term injury. Fer expressed his excitement at joining the Merseyside outfit, and feels his move to Goodison Park will be a great step in his career.
"It's a very nice step to move to the Premier League. For me, my qualities can be fully expressed there," the Dutchman said. "Everton always play for European places. It is a step which can aid my development."
The 23-year-old did admit the move has come quicker than expected, having only spent 18 months with the Tukkers, but is feeling confident ahead of his imminent transfer.
He added: "Everton have always been a good club to join. It's nice that they have come in for me. It is earlier than I expected, but I am definitely happy to join them.
"I have only played for one-and-a-half years at Twente so the fact that Everton have come in for me so quickly shows the confidence they have in me. That feels good."
