The 26-year-old striker looked set to join the Toon Army, before Rangers swooped in with a more lucrative deal to take the striker to Loftus Road.
Remy was on Tyneside last Sunday for negotiations and medical tests after Newcastle had successfully negotiated an £8 million fee with Marseille.
At the last minute, however, QPR chairman Tony Fernandes and manager Harry Redknapp offered the striker a deal he could not refuse and convinced him to join the relegation candidates.
Pardew was left speechless as his replacement for Demba Ba, who was sold to Chelsea earlier this month, opted out of a deal with the Magpies.
"It was a little strange as we had obviously put a lot of work in and made the club an offer that was accepted, a good offer," 51-year-old said.
"We made a fantastic offer to the player and then he didn't arrive. This club is on a financial footing that is strong, but we're still not going to pay silly money.
"We're going to pay what is correct and that is what we offered.
"We made a fantastic offer, a fantastic Premiership offer to that player - trust me.
"I don't really want to criticise the player. The player makes the decision and he stands by it. I don't really have anything else to say on it."
