Speaking ahead of his side's key clash with Manchester City at the Emirates Stadium on Sunday, the Frenchman insisted the Spaniard's love for the Gunners could bring him back to north London before his career is over.
"I'm not convinced that he won't come back here one day," Wenger told Sky Sports.
"He is really an Arsenal man. He loves Arsenal and watches every game of Arsenal."
Fabregas, who made over 200 appearances for the capital club, returned to his beloved home town club Barcelona in 2011 after moving to England from the Catalans' youth academy when he was just 16.
Wenger added: "But of course Barcelona was his home town where he grew up and you have to accept that will come into it, especially with them having the best team in the world.
"[Fabregas would not come back] in the next two, three years, certainly not, because he is linked with Barcelona. But maybe later."
Following a string of high-profile foreign departures in recent years, of which Fabregas was one, Wenger has decided on a British contingent to form the backbone of his current team, instead of a continental one.
Youngsters Jack Wilshere, Kieron Gibbs, Alex Oxlade-Chamberlain and Aaron Ramsey have all committed their futures to the Gunners after signing long-term contracts last month.
Theo Walcott is expected to follow suit soon, after reports surfaced that he and Arsenal's hierarchy are close to an agreement.
Wenger revealed: "What you want is the players to grow up together and say, 'We will be successful together.'
"We had that before. We had the period where we kept our players together for eight, nine years, with Henry, Vieira. Now it is a bit easier to keep them if they are British."
