The 20-year-old, better known as Zeki, who left Old Trafford for Belgium at the end of last season, returns to England after just six months away.
The England U19 international had tried to join Spurs before leaving the United Kingdom but the London club were unable to agree on a compensation deal with United.
He will link up with Spurs' development squad as he bids to force his way into Andre Villas-Boas' first-team set-up.
A statement on Spurs' official website read: "We are delighted to announce that we have reached agreement with Standard Liege for the signing of Zeki Fryers.
"The young defender, capped by England at Under-16, 17 and 19 level, began his career at Manchester United before joining Standard Liege last summer."
