Chris Brunt had opened the scoring on 29 minutes before a Robert Green own-goal five minutes into the second half had given the Baggies a commanding lead.
Cisse began a second half fight-back when he netted in the 68th minute but it wasn't to be for the Hoops who are still on just one win for the season.
The Frenchman though believes the second-half goal should not have stood as Green appeared to be fouled by Marc Antoine Fortune as he bundled the ball into his own net.
He told Sky Sports: "I've seen the video again and again and it was clearly a foul for their second goal. He (Fortune) didn't attempt to play the ball.
"Rob couldn't do anything, it was a clear foul and it cost us dearly. We all feel sympathy for Rob, it wasn't his fault. There was nothing he could do, he was clearly fouled.
"Everyone in the stadium was waiting for the referee to award a foul. He didn't and it's cost us points."
Despite his frustration, Cisse. who managed to pull one back with a delightful finish past Ben Foster, his fourth goal of the season, believes there is still a chance that QPR can replicate their feat of last season and stay in the Premier League.
He added: "We have to keep fighting, that is all we can do. We did it last year, so why not this year again?"
And on his goal he explained: "It wasn't an easy finish. I knew I didn't have much time but I had the option of chipping it or slotting it under the goalkeeper. It was a nice finish but we're all disappointed with the result."
Rangers were dealt further injustice as Liam Ridgewell appeared to handle the ball in the box, but the referee waved play on.
"I didn't see the handball decision but it wasn't our day."
