The Gunners were awarded a spot-kick when Cazorla looked to have been brought down by Chris Brunt.
Replays showed that there was in fact no contact from the Baggies winger, but the penalty was awarded and subsequently converted by Mikel Arteta.
Wenger is sorry that his team benefited from the dive, but insisted his player told him there was contact.
"I am sorry if it was not a penalty, but I have spoken to Santi and he said he was touched, lost his balance. Has he made a bit more of it? I don't know," Wenger said in his post-match interview.
"When he [a player] is touched, he goes down, the referee can give or not give the penalty."
The Frenchman added that he would have a word with the Spanish midfielder, but doesn't believe that Cazorla is the type of player to go down easily.
"Of course. I will look at it, don't worry," he said. "Santi is not a player who dives.
"He has taken a lot this year because of the way he plays. If he has done it [is] because he felt something and changed direction. But he is not that sort of player."
