Suarez, who scored two goals on the night, was seen stepping on the back of Hubocan as Liverpool ran out 3-1 winners only to be eliminated from the competition by away goals with a 3-3 aggregate.
It was felt, during the match, that he deliberately stepped on the defender and as a result of not being punished by Dutch referee Bjorn Kuipers, it allowed UEFA to use video evidence to "review any possible misconduct".
But the European governing body said its "disciplinary unit has decided not to open a case".
