It was confirmed by the Toffees on Monday that an £8.6million fee with the Dutch club was agreed subject to the player completing a medical.
It has been reported since that fears surrounding Fer's medical condition, specifically a long-standing knee injury, has thrown the proposed move into uncertainty, with Everton preferring to pay the fee in instalments given the risks surrounding the player.
Munsterman, however, is keen on signing a replacement for the 23-year-old before the closure of the transfer window, and is adamant Twente will not accept any proposed changed to the current agreement.
"Yesterday Everton claimed on their own website they reached an agreement with FC Twente about a transfer of Leroy Fer," he said. "Today they started up the negotiations once again. During the day they came with all sort of additional conditions about the payment terms and also the transfer fee.
"We can't agree with that. We need to buy a replacement. We don't play that game at Twente. They can come up with any demand they wish but we're not playing along with their demands."
It is believed Everton will make a final decision on the pending transfer sometime on Thursday.
