The Spain international has been recently linked with a move to the Gunners after struggling to cement a starting spot in Tito Vilanova's side this term following a lengthy lay-off with a leg break.
Wenger believes a move for the Spaniard will only hamper the development of some of his current Arsenal strikers, and feels the club have enough options up front to do well.
When quizzed on a potential move for the front man, the Gunners boss said: "We are not on the case. We want to make things happen from inside the club. We have the resources to do well.
"[Walcott] has improved everywhere. His finishing has improved a lot. [Giroud] is developing well and fights for the team," he added.
Wenger also believes that signing players in January is riskier than summer transfers, and feels the laws surrounding winter deals should be reconsidered.
"The gamble is much bigger than during the summer. The number of players you are allowed to sign should be limited."
Recent reports have also linked the Gunners boss with a move to Bundesliga side Schalke, following increasing pressure on the Frenchman to deliver a trophy to north London.
Wenger though, was quick to deny these rumours as well, adding: "I am totally committed to this club [Arsenal]."
