The Red Devils travel to Tottenham on Sunday in the Premier League fours days after their FA Cup third-round win over West Ham.
Rooney started for United against the Hammers having recovered from a knee problem suffered in training on Christmas Day, and went on to score the solitary goal of the match.
But it was the England striker's spot-kick miss late on - his second missed penalty for the season - which has the critics questioning whether he is still the man to be entrusted with the responsibility.
Ferguson, however, has preferred to focus on whether Rooney will automatically secure a starting berth along side 2-goal Robin van Persie at White Hart Lane.
"We have to think about it," Ferguson told MUTV of the penalty conundrum. "I am not going to make a rash decision.
"We will see how Wayne has come through first. He will be involved at Tottenham but whether he starts or is on the bench, we have to make that decision.
"Once we do that we will know who is going to be taking the penalties."
