Having sold Demba Ba to Chelsea earlier in the transfer window, Alan Pardew has been in dire need of a replacement striker to share the load with Papiss Cisse.
Remy was highly sought-after, with several Premier League clubs thought to be interested in the 26-year-old's services.
It is believed that the Magpies bid £8.3million for the France international and have been granted permission to discuss personal terms.
"We have an agreement with Newcastle for the transfer of Remy. Loic can negotiate with them." Labrune told French radio station RMC.
Remy has spent his entire career in Ligue 1, with spells at Lyon, Nice and Marseille. Last season proved to be his most prolific, scoring 21 goals in all competitions.
