The 28-year-old joined the Red Bulls in August last year from the Magpies, going on to make five appearances for the MLS outfit.
However, a serious knee ligament injury suffered in October ended his season.
However, the Bulls were nevertheless happy to retain Sam's services for the new campaign.
"Lloyd showed our team and fans at the end of last season that he has the potential to be a very good player for us," sporting director Andy Roxburgh told the club's official website.
"We are happy to sign Lloyd, who is recovering well from his knee injury he sustained last year. He will be fit for preseason."
