The Tottenham forward's participation at the continental tournament had been in doubt, with the 28-year-old initially opting out due to security concerns in South Africa and unpaid bonuses.
Togo president Faure Gnassingbe has since become involved and had a one-on-one meeting with Adebayor, who has once again changed his mind about representing the Sparrow Hawks.
It was reported the Spurs forward was omitted from the 23-man squad by coach Six, but TFF president Ameyi stepped in and made the final call for Adebayor and Stade Reims goalkeeper Kossi Agassa to be included.
"I insisted to Six on taking Adebayor and Agassa, especially after the meeting last week between Adebayor and President Faure Gnassingbe," Ameyi told the TFF website.
"I was surprised by this especially after the meeting Adebayor had with the president. I decided after a brief meeting to change it," he said of the lanky hitman
Adebayor joined his countrymen on Sunday ahead of their trip to South Africa.
Togo take on Ivory Coast in their first Group D game on January 22, and will also face Algeria and Tunisia.
