City triumphed 4-3 against Norwich on Saturday, and the rotation policy saw Mancini hand Bosnian striker Edin Dzeko only his sixth league start of the season.
The 26-year-old, so often used as an impact substitute for City, justified his starting berth with a brace against the Canaries.
Mancini told Sky Sports: "We changed against Norwich because we played three games in six days and needed to have fresh players, but we are sure that all of our strikers can start to score like they did here.
"We have won games with Carlos and Aguero, Edin and Carlos, Aguero and Edin; all these three players, if they work hard like this, they can score important goals for the season."
But Dzeko, who thought he had a hat-trick at Carrow Road until his third effort was ruled an own-goal by goalkeeper Mark Bunn, gave little away over his future at the club.
"The manager gave me the chance to play and I think I paid him back," he said. "We will see what the future brings."
