The Italy international was docked two week's wages, around £340,000, for missing a total of 11 matches through suspension last season.
Balotelli had appealed the fine, but to no avail, forcing him to take up the issue with the Premier League, who will hear the case on Wednesday.
Taylor told the BBC: "We try to avoid situations like this wherever possible, but the player and club have not been able to resolve this situation."
Last season saw Balotelli twice pick up red cards, while he also received a lengthy suspension for stamping on Tottenham midfielder Scott Parker.
