Mancini expressed his frustration with the Italy international after he started the 3-2 defeat to Manchester United but failed to make an impact before being hauled off on 52 minutes.

The 48-year-old tactician's claim that Balotelli "continues to throw his quality out of the window" got the rumour mill turning again, with the 22-year-old once more linked with a return to his homeland at AC Milan.

However, Mancini insists he has plans to part with the youngster and is prepared to give his compatriot time to realise his potential.

"We will not sell Balotelli," he told Sky Sports. "A player of his quality must think exclusively about his work and his family.

"He has talent and cannot waste it as he has been doing. He has the ability to change games at any time.

"Balotelli is a City player. He is loved by both the fans and the management here. Our paths may split if I change my team, but he is a City player and will remain at City."

Speaking at a function in Italy, Mancini added: "We are waiting for the moment he becomes aware of his talent. That is why he is not for sale."
