The club have been in strenuous contract negotiations with the Dutch midfielder, demanding that he take a pay-cut and one-year extension.
Sneijder hasn't featured for the Italian giants since September after refusing to accept the club's contract demands.
Moratti has, however, stated that he would never consider selling Sneijder and bring in Pastore as a replacement.
"Between Sneijder and Pastore, I'd rather have Sneijder. He's the best there is in my opinion," Moratti told reporters.
"Too much has already been said about this. I have an excellent relationship with the lad and when Wesley returns he'll provide added value."
