The England centre-back parted ways with the Toffees in 2009 in favour of a £22million move to Eastlands under the guise of a chance to win trophies.
He has since helped City win the Premier League, but now finds himself on the outskirts with Matija Nastasic favoured as Vincent Kompany's defensive partner.
Moyes has now left the door open at Goodison Park for Lescott to make a return, although he admitted having had to sell him in the first place is still a bitter memory.
"If Joleon wanted to come back - if I thought we needed him - I'd be delighted to have him back," the Scot said.
"If he was available he'd be someone I'd maybe show an interest in."
Moyes added: "I can understand why the player wanted to go.
"When Joleon left, Everton were in a different place to where we are now. Everton look more likely now to be at the top end than they do now."
