The Citizens fought back from 2-0 down to draw 2-2 against Ajax, but saw a goal disallowed before having what appeared to be legitimate penalty claims for a foul on Mario Balotelli waved away by the match official in the final seconds of the Group D clash.
The result left the Eastlands outfit's European hopes hanging by a thread, with the Premier League champions bottom of the group with just two points, five behind second-placed Real Madrid with two games to go.
"I said it was a goal. I didn't see the last situation with Mario that was a penalty. I said it was a goal.
"The referee and his staff were really poor tonight."
Mancini was also involved with a spat with a cameraman after the game, and when asked to clarify what had been said, the Italian added: "The camera wanted to film me after the game. He followed me on the pitch. I said, 'Finish, finish. Do not film me. I told the camera to finish, go."
