The two-time AFCON champions (1968, 1974), who failed to make it out of a group containing Ghana, Mali and Niger in South Africa this year, have never before hosted the biennial competition.
But DR Congo sports minister Baudouin Banza Mukalay Nsungu revealed the football-mad nation is eager for that to change.
He said: "The DR Congo is an applicant for the candidates (to host) the 2019 Afcon tournament.
"I put the dossier into the hands of the Fecofa (Congolese football federation), which has already passed it onto Caf (the Confederation of African Football). We await the specifications, which we will fill calmly."
According to reports, the central African country only has two cities capable of hosting the competition, the capital Kinshasa, and Lumbumbashi.
However, Nsungu said the city of Matadi is also being considered.
South Africa, hosts of the most recent 2013 AFCON that was won by Nigeria, used five cities namely Port Elizabeth, Rustenburg, Nelspruit, Durban and Johannesburg, the latter was the venue for the opening and final AFCON matches only.
DR Congo played all its group stage games at the Nelson Mandela Bay Stadium in PE and despite putting in some good performances, were knocked out in the first round.
Libya will host the 2015 tournament.
