Munandi had initially been called up to the Harambee Stars squad after Brian Mandela confirmed he would not be able to make the clash.
However, Nandwa has decided against taking the Ulinzi Stars defender to Tunisia in order to give him a rest following a hectic season with his club in the Kenyan Premier League.
"Mulinge will not be with us. I thought that we needed a replacement for Mandela when he said he would not arrive and called Mulinge up," Nandwa said.
"However, after assessing the defence, I thought we would be just fine without an extra player. So we decided he does not come to training. Even so, I think that he needs a rest.
"Last year was tough for him as they had to travel for the military games with Ulinzi and so he did not rest much. Then he has started pre-season less than two weeks after the trip so he is tired mentally.
"I thought so too for any other Ulinzi Stars players. I still consider him as one of my best defenders and will use him in future. For now, he can relax."
