Menas lost 1-0 to Mali in their opening Group B match, but bounced back for a point against the DR Congo before being outclassed by the Black Stars.
"Ghana is part of the good teams of this group alongside Mali and DR Congo," Rohr said at a post-match press conference. "For me I really admit Ghana can win this tournament."
Kwesi Appiah's side will now face AFCON debutants Cape Verde in a quarter-finals on Saturday at the Nelson Mandela Bay Stadium, in Port Elizabeth.
