Third-placed finishers at the continental showpiece last year, the Eagles have also been runners-up once and fourth three times in seven appearances.
The West Africans also boast a formidable squad for the 2013 edition which kicks off in South Africa on January 19.
Carteron will be looking to the likes of experienced duo Mohamed Sissoko and Samba Diakate to provide the steel in the middle of the park, along with veteran campaigner and skipper Seydou Keita.
"Consistency is the key to success for Mali," the Eagles boss told reporters in Bamako, with the squad opting to prepare at home, unlike most of the 16 challengers, before flying to SA.
"A problem in the past has been that the team play well in one match and badly in the next.
"I have emphasised to the squad that they must play well in each game if they are going to win trophies."
Mali face Niger on January 20 in their opening Group B fixture for the first time at the competition, before taking on Ghana and Democratic Republic of Congo.
