Kotoko defender Rashid Sumaila was dropped from the preliminary squad, while Black Stars coach James Appiah has included 10 inexperienced players.
Another notable absentee is Marseille playmaker and son of Ghana legend Abhedi Pele, Andre Ayew.
Ayew's exclusion, while disconcerting given his attacking prowess, was to be expected after he failed to report for team duty this past weekend.
Ghana will face the Democratic Republic of Congo, Mali and Niger in Group B at the African showpiece in South Africa, which kicks off on January 19.
Ghana's AFCON squad:
Goalkeepers: Adam Kwarasey, Fatau Dauda, Daniel Agyei
Defenders: Harrison Afful, John Paintsil, Richard Kissi Boateng, Wakasu Mubarak, John Boye, Isaac Vorsah, Jonathan Mensah, Awal Mohammed, Jerry Akaminko
Midfielders: Anthony Annan, Derek Boateng, Rabiu Mohammed, Agyemang Badu, Solomon Asante, Albert Adomah, Christian Atsu, Kwadwo Asamoah
Strikers: Asamoah Gyan, Richmond Boakye Yiadom, Emmanuel Clottey.
