Sissoko, who plays for Ligue 1 high-flyers Paris St-Germain, has been called to the provisional squad of 28, which will be cut to 23 next week.
He also previously played at Liverpool and Juventus.
Sissoko and Seydou Keita declined to play for the national team after a poor showing at AFCON 2010 in Angola and a subsequent fall-out with federation officials.
Keita, formerly of Barcelona and now playing in China, returned to the fold in September 2011 and is also in the latest squad, as is Mahamadou Diarra of Fulham.
Sissoko has battled with injuries over the last year, which put his international comeback on hold, but he now gets his chance with the Eagles.
