Shittu has not featured for the Super Eagles since taking part in the 2010 World Cup in South Africa, but the Milwall captain has been named in a 32-man provisional squad.
Excluded from the squad were with Osaze Odemwingie, Obafemi Martins and Taye Taiwo, with Nigerian fans upset at the trio of surprise omissions.
Many also voiced their disapproval over Shittu's recall. But Jackett does not believe the towering centre-back will make the final squad.
"I don't think he's going to go and I don't think he's been in touch with them. At the moment that's the decision.
"It was a surprise, but it shows how well Danny has done. He's only in the preliminary squad so that's going to be cut down.
"But congratulations to him because he's in there based on his performances."
