The midfield strong man is currently on loan at Real Madrid from Chelsea, and last month he asked not to be included in his country's plans for the Africa Cup of Nations in 2013.
The last time Essien played for the Black Stars was a 2012 AFCON qualifier.
Two serious knee injuries have curtailed his game time in the last year. He was, however, back in training last Sunday after being out for two weeks with an allergy.
"What is happening to Essien is very sad. He was just in the process of regaining his fitness and that allergy appeared," Polo, a 1978 Nations Cup winner, told the Finder Sports Newspaper.
"I think that he should retire if he thinks that he won't be able to play as he used to.
"Every football player is always afraid to stop his career because playing is what he lives for; nevertheless, there is a life after football.
"We have done it and I know that Essien can also do the same. He has so much to offer even after football."
