The Ivory Coast and Manchester City playmaker was named Africa's best last year after helping his club to the Premier League title and the Elephants to the 2012 Africa Cup of Nations final.
Fellow Cote d'Ivoire superstars Didier Drogba and Gervinho are also on the list, while Newcastle's Demba Ba, John Obi Mikel of Chelsea and Barcelona man Alex Song have also been nominated.
However, Toure's stiffest competition for the crown will most likely be Morocco's Younes Belhanda, who was one of Montpellier's star players in their Ligue 1 triumph last season.
Chris Katongo is also one of the nominees, although he is the only member of the AFCON winning Zambia team to earn a nomination.
The short-list of players will be cut down to three prior to the awards ceremony in Accra on December 20.
