The 46-year-old's involvement with Lidoda Duvha was put on hold in mid-December after he was charged with bringing the club's name into disrepute following the 2-1 defeat to Free State Stars.
Palmer met with the Leopards board on New Year's Eve, with both parties agreeing to go their separate ways.
"We had a meeting with people working with Ian on New Year's eve," Leopards communications manager Tendani Thidiela told The Sowetan. "Following a lengthy meeting, it was decided that we will amicably part ways."
Leopards assistant Abel Makhubela has been appointed as caretaker coach, with Thidiela adding: "Abel is a knowledgeable coach.
"The good thing is that he is familiar with the club set-up and knows our players very well. We will give him a chance."
