Suarez has been in scintillating form of late, with his goal against Arsenal on Wednesday taking his tally to 22 for the season.
With 17 of those strikes coming just in the Premier League, Suarez trails Robin van Persie by a single goal in the race for the top-flight's Golden Boot.
However, the 26-year-old has been linked with an Anfield exit this term following another sub-par campaign from the Reds, who sit seven points off the top-four at the halfway stage of the campaign.
The Uruguay international has, though, insisted that even if Brendan Rodgers' side don't qualify for the UEFA Champions League next season he will not be leaving the Merseyside club.
Liverpool travel to the Etihad Stadium on Sunday for a potentially title-deciding clash, and Mancini is clearly looking forward to seeing Suarez in action against the reigning league champions.
"Suarez for me is a top player," the City boss said. "I like him because he is strong and he works hard. For me, he is one of the best in England."
Quizzed on whether he would like to sign Suarez, Mancini jokingly shirked the probing question: "Suarez? But he plays for Liverpool. Yeah I like his quality. He has quality and he is strong."
